Good Jobs
In 1998, the City of Waterbury's $138 million Waste Water Treatment Plant was built. During the construction of this project, only 14% of work hours were performed by Waterbury residents which resulted in a loss of $13 million in resident wages.
In 2000, the City adopted Good Jobs as the City's local hiring Ordinance for any project priced over $600,000 and is funded by tax dollars. Contractors are required to put in a "good faith effort" to satisfy the hiring goals:

30% of total project hours allocated for Waterbury residents

25% of total project hours allocated for apprentice residents

10% of total project hours allocated for minorities

5% of all project hours allocated for women
WDC has been appointed the administrator of this Ordinance and is responsible for the monitoring, enforcing, and reporting of the hiring goals for all qualifying Good Jobs projects. WDC works along side the Northwest Regional Workforce Investment Board (NWRWIB) and local unions to drive the success of this ordinance. All monitoring reports are filed with the Board of Education, Building Committee, and the NAACP on a quarterly basis.
